Notes that collaborative care produces approximately $6 return on investment per dollar spent and projected annual nationwide savings of $24-48 billion through reduced emergency room visits and hospital admissions.

Acknowledges that Center for Medicare and Medicaid Services began covering collaborative care services for Medicare patients on January 2, 2017, and that 2017 Hawaii legislation required Medicaid to cover these services at equivalent rates.

Supports Med-QUEST's Hawaii Ohana Nui Project Expansion program, which explores integrating physical and behavioral health services through the collaborative care model and payments to primary care providers.

Directs transmission of certified copies of the resolution to the Hawaii Psychiatric Medical Association, Queen's Health Systems, and Med-QUEST Division Administrator.
