H.C.R. No. 110 Summary

• Requests the Legislative Reference Bureau to study whether insurance coverage requirements for transportation network companies and drivers are adequate to cover claims from accidents involving passengers, drivers, and the public.

• Requires the study to compare insurance coverage requirements for transportation network vehicles against requirements for airport permit holders, taxicabs, and commercial vehicles regulated by the Public Utilities Commission.

• Directs the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convening.

• Addresses Act 236, Session Laws of Hawaii 2016, which established motor vehicle insurance requirements for transportation network companies but did not require study of coverage adequacy; Act 236 is set to be repealed September 1, 2021.
