Request the State Auditor to conduct a comprehensive audit of the Contractors License Board, which governs contractor licensing in Hawaii under Chapter 444, Hawaii Revised Statutes.

Audit scope must include general operations, organizational structure and staffing, internal budgeting and fiscal controls, and implementation status of findings from prior audits conducted in 1983 and 1989.

Audit must also evaluate implementation status of recommendations from the November 2013 Report on contractor license criteria and procedures, which the Board has failed to act upon since submission to the Legislature.

State Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Transmit certified copies of the resolution to the State Auditor, Contractors License Board Chairperson, Professional and Vocational Licensing Division Administrator, and Director of Commerce and Consumer Affairs.
