H.C.R. No. 120 Summary

• Request DLIR and University of Hawaii Center on Aging to convene a working group by July 1, 2018 to review in-home care services in Hawaii and make recommendations to improve quality of care

• Working group must submit a report to the Legislature no later than twenty days prior to the 2019 Regular Session

• Report must include analysis of home care provision methods, workforce characteristics, skills and training standards, wage and benefit data, injury/abuse statistics, and the relationship between worker compensation and care quality

• Working group must also evaluate experiences in other states and provide recommendations on improving care quality, financing home care services, and enhancing wages, benefits, training and certification for home care workers in Hawaii

• Working group composition includes representatives from DLIR and UH Center on Aging as co-chairs, plus appointees from the Governor, Senate President, Speaker of the House, Department of Human Services, Department of Health, and representatives from non-profit and for-profit home care providers and community advocacy groups
