Requests the State Auditor to conduct a review and management audit of the Department of Land and Natural Resources' management and enforcement efforts at Kaanapali Beach

Directs the Auditor to examine enforcement of Hawaii Administrative Rules section 13-251-76, which prohibits commercial activities in Kaanapali waters and beach without a written permit or registration certificate

Addresses concerns about unauthorized commercial activities at Kaanapali Beach and potential inadequate funding for enforcement efforts by the Department

Requires the Auditor to report findings and recommendations to the Legislature no later than 20 days before the 2019 Regular Session convenes

Directs transmittal of the resolution to the State Auditor, Board of Land and Natural Resources Chairperson, and specified Division administrators and enforcement officials
