Urges the International Olympic Committee, International Paralympic Committee, United States Olympic Committee, and Tokyo Organising Committee to encourage Olympic and Paralympic athletes to conduct training in Hawaii for the 2020 Summer Olympics and Paralympics.

Highlights Hawaii's rich sports heritage including Native Hawaiian athletic traditions and current major international events such as the Honolulu Marathon, IRONMAN World Championship, and Vans Triple Crown of Surfing.

Notes that sports tourism generated $144,000,000 in economic impacts to Hawaii in 2016.

Points out that newly approved 2020 Olympic sports (baseball, softball, karate, sport climbing, surfing, skateboarding) and Paralympic sports (badminton, taekwondo) have strong traditions in Hawaii, particularly surfing which traces directly to Native Hawaiian heritage.

Requires distribution of certified copies to the U.S. Secretary of State, Hawaii's Congressional Delegation, state and county officials, University of Hawaii, and international Olympic and tourism organizations.
