Request the Hawaii Tourism Authority, in coordination with the Department of Land and Natural Resources, to conduct a study on issues related to clothing-optional beaches in Hawaii.

Identifies specific beaches listed on travel websites as clothing-optional, including Kehena Beach and Honokohau Harbor Beach on Hawaii; Donkey Beach and Kauapea Beach on Kauai; Little Beach and Kaihalulu Beach on Maui; Papohaku Beach on Molokai; and Polo Beach and Kahuku Beach on Oahu.

Address concerns including unsuspecting tourists being arrested for public nudity, sanitation issues due to lack of restrooms, and safety hazards from lack of cell phone reception and emergency call boxes.

Require the Hawaii Tourism Authority to provide recommendations to promote Hawaii as a tourist-friendly destination while protecting tourist health and safety.

Require submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2019 Regular Session.
