Request the Legislative Reference Bureau to conduct a study on policies of the University of Hawaii System, Department of Education, and private schools regarding teacher-student relationships.

Study must review laws in all states that have enacted prohibitions on consensual or romantic relationships between teachers and students, including Connecticut, Maine, Kansas, Maryland, North Carolina, Ohio, Texas, and Washington.

Report findings and recommendations, including any proposed legislation, must be submitted to the Legislature no later than twenty days before the 2019 Regular Session convenes.

Department of Education, University of Hawaii System, Hawaii Association of Independent Schools, and private schools are requested to cooperate and provide information to the Legislative Reference Bureau.

Concurrent copies to be transmitted to the Director of the Legislative Reference Bureau, Superintendent of Education, President of the University of Hawaii, and Executive Director of the Hawaii Association of Independent Schools.
