Request the Legislative Reference Bureau to conduct a feasibility study on converting the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) from a fully insured to a self-insured model.

Direct the feasibility study to determine conversion costs and identify potential financial or other benefits from converting to a self-insured model.

Examine potential impacts of transitioning to a fully self-insured model, partially self-insured model, or other risk retention models as part of the study.

Require the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2019 Regular Session.

Current EUTF covers approximately 70,000 active employees and 60,000 dependents, plus 45,000 retirees and 20,000 dependents, with premiums rising nearly $100 million during fiscal year 2015-2016.
