Requests the Hawaii Judiciary to convene a working group to develop and implement a plan for improving the family court restraining order petition process, law enforcement response to violations, and judicial response to alleged violations.

Working group composition includes the Chief Justice (chairperson), family court judges from each circuit, Attorney General representative, county police department representatives, legislative members, and domestic violence advocacy organization representatives.

Working group is exempt from Hawaii Revised Statutes chapter 84 (conflict of interest laws) solely due to participation in the group.

Working group must consider recommendations from a June 2016 community safety assessment report on the Honolulu protective order process and submit findings and recommendations to the Legislature no later than 20 days before the 2019 Regular Session.

Judiciary is requested to provide administrative support to the working group, with certified copies of the resolution to be transmitted to relevant state officials and domestic violence organizations.
