HI HCR16

Urges the Department of Education, Department of Health, Department of Human Services, and Judiciary to permanently establish the Hawaii Interagency State Youth Network of Care (HISYNC).

Directs these four state agencies and any additional child-serving agencies to participate in HISYNC and regional Hawaii Interagency Local Youth Network of Care (HILYNC) committees.

Identifies HISYNC's core functions as data analysis for system improvements, policy recommendations to remove barriers, inter-agency coordination, joint treatment planning for youth, and multi-agency problem-solving.

Notes HISYNC's implemented initiatives including a multi-agency memorandum of operation, streamlined consent forms for information sharing, a jointly-funded independent facilitator position, annual interagency reports on youth served and outcomes, and facilitation of local HILYNC groups.

Requires transmission of certified copies to the Governor, Superintendent of Education, Director of Health, Director of Human Services, and Administrative Director of the Courts.
