Requests mayors of Honolulu, Maui, Hawaii, and Kauai counties to submit detailed plans showing how they will meet their December 12, 2017 pledge to eliminate fossil fuels from all ground transportation by 2045.

Urges counties to include in their plans the installation of electric vehicle charging ports and conversion of county bus fleets to electric buses.

Urges the Director of Health (in capacity as Mayor of Kalawao County) to sign the fossil fuel elimination pledge for Kalawao County by 2045 and submit a corresponding implementation plan.

Requires all counties to submit their reports to the Legislature no later than 20 days before the start of the 2019 Regular Session.

Notes that ground transportation accounted for 26 percent of Hawaii's fossil fuel usage in 2015, with only approximately 6,900 fully electric and 25,000 hybrid vehicles registered among the state's 1 million-plus passenger vehicles.
