Urges the Federal Aviation Administration to complete the Air Tour Management Plan for Hawai'i Volcanoes National Park, Haleakala, and other designated national parks, which has been pending since 2004 with no national park plan completed after 16+ years.

Directs the FAA and Department of Transportation to update the Hawaii Air Tour Common Procedures Manual, issued in 2008, to clarify flight paths, altitudes, reporting procedures, and noise mitigation operations.

Requests the Department of Transportation convene a working group to develop state-level policies for managing air tours at Hawai'i Volcanoes National Park, Haleakala, Punchbowl, and other designated locations, with a report due 20 days before the 2019 Regular Session.

Urges Hawaii air tour operators to meet quarterly with community stakeholders to address noise and safety concerns, and to limit operations between sunrise and sunset on weekdays and one hour after sunrise to one hour before sunset on weekends and holidays.

Urges Hawaii's Congressional delegation to introduce legislation addressing helicopter tour operations and noise pollution in America's highly populated cities and communities.
