Urges the Office of Hawaiian Affairs to convene a working group to develop recommendations on addressing Hawaiian nationality as a category of prohibited discrimination under state law.

Defines "Hawaiian nationals" as individuals who declare themselves as such and meet at least one of three criteria: (1) Native Hawaiians with direct lineal ancestry prior to 1778, (2) descendants of Hawaiian Kingdom subjects or citizens prior to July 4, 1894, or (3) persons born in Hawaii or residents for five continuous years.

Requires the 21-member working group to include 10 individuals familiar with state functions, 10 declared Hawaiian nationals, and one representative from the Office of Hawaiian Affairs.

Directs examination of discrimination in education, employment, housing, lending, law enforcement, voting rights, jury service, military service, health care, public safety, and licensing.

Requires the working group to submit findings and recommendations to the Legislature 20 days before each regular session beginning in 2019 for three consecutive years.
