Request that the Department of Education create a master plan for a vacant parcel (tax map key 850020110000) located between Waianae High School and Waianae Boat Harbor in the Nanakuli-Waianae complex area.

The master plan should include an alternative learning center and may also include a storefront, marine science learning center, pool, cultural learning park, and other features.

The Department is requested to complete construction of the alternative learning center and other features by the 2023-2024 school year.

Resolution addresses educational needs in the Nanakuli-Waianae complex area, where schools have consistently ranked among the lowest performing in the state and seven out of ten students are economically disadvantaged.

Certified copies of the resolution shall be transmitted to the Superintendent of Education, school principals, E Ala Voyaging Academy, Na Kama Kai, the Army Recreation Center, and Pu'uhonua o Waianae Village.
