Requests the Legislative Reference Bureau to conduct a study on the Department of Land and Natural Resources' process for removing vessels stranded in nearshore waters.

Study must review the department's removal process, identify environmental impacts on nearshore resources, and examine the October 2017 Pacific Paradise commercial fishing vessel stranding in Waikiki.

Requires the study to evaluate ways to minimize environmental impacts from stranded vessels, recommend prevention measures for future strandings, and assess environmental and economic damages from the Pacific Paradise incident.

Directs the Legislative Reference Bureau to develop a response plan for future vessel stranding events that includes mitigation strategies for adverse effects.

Requires submission of the study with proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session.
