Authorizes the Board of Land and Natural Resources to issue a 65-year direct lease covering approximately 3.992 acres of state submerged lands at Kahaluu, North Kona, identified as tax map key number (3) 7-8-013: portions of 002 and 043.

Grants the lease to the Trustees of the Estate of Bernice Pauahi Bishop, a tax-exempt organization under Internal Revenue Code section 501(c)(3), for educational, cultural, and historic site preservation purposes.

Authorizes the lease pursuant to Hawaii Revised Statutes section 171-53, which allows the board to lease state submerged lands with prior gubernatorial approval and legislative authorization by concurrent resolution.

Enables the Estate trustees to develop the Kahaluu Ma Kai Educational and Cultural Complex, including managed public access and restoration of sacred heiau and the Pa o Ka Menehune Fishpond adjacent to the leased lands.

Resolves a prior dispute between the Department of Land and Natural Resources and the Estate trustees regarding shoreline location and submerged land ownership by allowing parties to "agree to disagree" while reserving all rights and proceeding with the lease issuance.
