Urges Congress to enact legislation establishing universal health care coverage for all individuals residing in the United States and its territories.

Specifically encourages passage of H.R. No. 676 (Medicare for All Program), which would provide free health care including primary care, prescription drugs, emergency care, mental health services, dental services, and vision care.

References Hawaii's 1974 Prepaid Health Care Act as a successful model that increased health insurance coverage from 70 percent to 90 percent of residents and resulted in low uninsured rates and competitive premiums.

Notes that the 2010 Patient Protection and Affordable Care Act expanded coverage to 32-50 million Americans but acknowledges that a significant number of individuals remain uninsured.

Requires transmittal of certified copies to the President Pro Tempore of the Senate, Speaker of the House, and Hawaii's Congressional delegation.
