Requests the Office of Planning to facilitate incorporation of gender mainstreaming into state policy, including research and policy analysis.

Directs the Office of Planning to consult with organizations focused on gender equality, including the Hawaii State Commission on the Status of Women and Hawaii Civil Rights Commission.

Requires the Office of Planning to work with the Department of Human Resources Development and Department of Labor and Industrial Relations to educate state departments, agencies, and employees about gender mainstreaming.

Requires the Office of Planning to submit a progress report with findings and recommendations to the Legislature no later than 20 days before the Regular Session of 2019.

Directs transmittal of certified copies to the Governor, Office of Planning Director, and heads of relevant state departments and commissions.
