Requests the Comptroller to reestablish the Procurement Task Force originally created under Senate Concurrent Resolution No. 92 (2013) to study past performance in the state procurement process.

Designates the Comptroller or designee as chair and requires representatives from 10 entities including the State Procurement Office, University of Hawaii, Department of Education, Department of Transportation, county procurement departments, and construction industry associations.

Directs the Task Force to identify proposed amendments to the Hawaii Public Procurement Code to address poorly-performing contractors through use of past performance criteria in state contract awards.

Requires the Task Force to submit findings and recommendations to the Legislature no later than 20 days before the 2020 Regular Session convenes, with legislative proposals due to the Legislative Reference Bureau by November 1, 2019.

Dissolves the Task Force on June 30, 2020, and provides that Task Force members serve without compensation.
