Requests Congress to call an Article V constitutional convention limited to proposing an amendment restricting money's influence in elections, specifically addressing the Citizens United v. Federal Election Commission Supreme Court decision.

Designates this as a continuing application to be considered together with similar applications from Vermont, California, Illinois, New Jersey, Rhode Island, and other states until two-thirds of states have applied for a convention on this purpose.

Specifies that convention delegates should be comprised equally of individuals elected to state and local office or selected by election in each Congressional district, with all current or former federal officeholders prohibited from serving.
