HCR 218 Summary

• Requests the Department of Education to seek federal grants and additional county funding for School Resource Officers (SROs) at Department of Education schools statewide.

• Currently 38 SROs are assigned to middle and high schools on the Neighbor Islands: 18 in Hawaii District, 7 in Kauai District, and 13 in Maui District, with no SROs on Oahu campuses.

• SROs are sworn law enforcement officers funded solely through county agreements with Hawaii, Kauai, and Maui counties; the resolution seeks to expand this program statewide and establish SROs in Honolulu schools.

• Requires the Department of Education to submit a progress report to the Legislature no later than twenty days before the 2019 Regular Session on actions taken to obtain federal grants and county funding for SROs.

• Directs certified copies of the resolution to be transmitted to the Governor, Superintendent of Education, and all county mayors.
