Requests the Environmental Council submit a report on the revision of environmental impact statement rules (Title 11, Chapter 200, Hawaii Administrative Rules) to the legislature no later than 20 days prior to the convening of the Regular Session of 2019.

Report must outline the revision process used, including methodologies implemented to gather a wide range of public input, along with any recommendations and proposed legislation.

Environmental Council's administrative rules were last revised in 1996 and are being updated through a process involving 15 council members (14 volunteers) representing all major Hawaiian islands with assistance from University of Hawaii law students.

Council is required to hold public hearings pursuant to Chapter 91, Hawaii Revised Statutes, and hold at least one public hearing in each county for final adoption, amendment, or repeal of administrative rules.

Directs transmission of a certified copy of the concurrent resolution to the Director of Environmental Quality Control.
