Calls on digital game developers and publishers to cease using loot boxes and gambling-like variable reward mechanisms that exploit consumers through randomized purchases for virtual items.

Requests the Entertainment Software Ratings Board rate all games containing variable reward loot boxes or gambling-like mechanisms as adult only.

Requires a separate, distinct disclosure label on games with variable reward loot boxes to inform consumers and parents of psychological, addictive, and financial risks.

Mandates disclosure of odds for winning items in variable reward loot boxes and gambling-like mechanisms at the time of purchase to provide meaningful consumer information.

Directs transmission of certified copies to the Governor, Director of Commerce and Consumer Affairs, Director of Health, Hawaii congressional delegation, and leadership of the Entertainment Software Ratings Board and Entertainment Software Association.
