Urges the State Capitol Management Committee to consider security improvements for the state capitol building, which opened in 1969 and lacks metal detectors, controlled access points, and vehicle barriers.

Directs the Committee to collaborate with the Governor, Legislature, Department of Accounting and General Services, Department of Land and Natural Resources, Department of Public Safety, and Honolulu Police Department on potential security enhancements.

Requests security improvements include controlled access points on rotunda and chamber levels, weapon and contraband detection, and prevention of unauthorized vehicles, while maintaining the building's open and accessible tradition.

Urges the Department of Land and Natural Resources State Historic Preservation Division to promptly evaluate exemptions needed from historic preservation designations to implement security improvements.

Requires the State Capitol Management Committee to submit a report with a comprehensive security plan and budget by twenty days prior to the 2019 Regular Session convening.
