Urges the Department of Transportation to include instruction on the "Dutch Reach" (far hand method) in Hawaii's driver's education programs.

The Dutch Reach involves using the far-side hand to open a car door, which forces the driver or passenger to swivel their torso and head to view the side mirror before opening the door.

Research confirms that "doorings" (cyclists crashing into vehicle doors) account for up to 20 percent of bicycle-vehicle accidents in major cities.

The Dutch Reach technique reduces dooring incidents by ensuring slower, more controlled door opening and providing a clear view of oncoming cyclists and traffic before exiting the vehicle.

Requires transmittal of a certified copy of the resolution to the Director of Transportation.
