Requests the Legislative Reference Bureau to study and estimate the total projected cost of convening a constitutional convention in Hawaii.

Directs the study to consider a convention lasting at least five months before the next general election, held at a leased Honolulu facility with approximately 102 delegates.

Study must account for delegate and staff compensation, appropriate staffing to ensure public input, and operational costs for plenary sessions, committee meetings, and informational sessions.

References the 1978 constitutional convention which cost approximately $2,032,401 in actual expenditures (estimated at $7.6 million in 2017 dollars), not including election costs or public education expenses.

Requires the Legislative Reference Bureau to submit findings and cost estimate report to the Senate and House by September 1, 2018, to inform voters ahead of the November 6, 2018 general election vote on convening a constitutional convention.
