Request the Auditor to conduct a sunrise analysis of virtual currency business activity regulation as proposed in S.B. No. 2129 and part I of H.B. No. 2257 H.D. 1 during the 2018 Regular Session.

Require the Auditor to submit a report of findings and recommendations, including any proposed legislation, no later than twenty days before the 2019 Regular Session convenes.

Define virtual currency business activity as services for exchange, transfer, and custody of virtual currencies provided by customer-facing intermediaries.

Reference Hawaii Revised Statutes section 26H-6, which mandates that new regulatory measures subjecting unregulated professions to licensing or regulatory controls must be referred to the Auditor for analysis.

Direct certified copies of the resolution be transmitted to the Auditor and the Director of Commerce and Consumer Affairs.
