Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement on state submerged lands at Tax Map Key (1) 8-7-023: seaward of 044, Waianae, Oahu.

Covers approximately 391 square feet of submerged land with an existing seawall, steps, and landscaped area that encroach on state property.

Grantee Peter Cushman Lewis must pay fair market value for the easement as determined by independent appraisal.

Easement allows for use, repair, and maintenance of the existing improvements and runs with the land for the benefit of the abutting property.

Requires Governor approval and legislative authorization per Hawaii Revised Statutes section 171-53.
