Requests the Department of Education to establish a global education student exchange program between Hawaii and China for low-income minority students.

Aims to address lower high school graduation rates and academic achievement gaps among low-income minority students, particularly in science and mathematics.

References a China-based pilot program (2018-2023) endorsed by the Education Advancement Fund International (EAFI), a University of Hawaii-affiliated nonprofit, with participation from nearly 100 schools across China, Japan, Singapore, Malaysia, Korea, Taiwan, and Hong Kong.

Program would provide eligible American high school students opportunities to study mathematics, entrepreneurship, and foreign languages at private international schools to improve college admission prospects.

Requires transmission of certified copies to the Superintendent of Education and the Director of the Education Advancement Fund International.
