Request the State Auditor to review Department of Health, Department of Human Services, and Department of Public Safety contracts with nonprofit service providers from 2015 to 2017 to determine the extent that overhead and indirect costs were contractually limited or restricted.

Direct the State Procurement Office Administrator to establish a chapter 103F working group that meets at least twice before the 2019 Legislature to assess and recommend proposals for adequate reimbursement of overhead and indirect costs in these three departments' contracts.

Require the working group to include up to five initial members with representation from the Department of Health, Department of Human Services, Department of Public Safety, and PHOCUSED or another nonprofit service provider representative.

Require the State Procurement Office Administrator and Auditor to submit reports with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2019 regular session convenes.
