Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement on approximately 6,128 square feet of state submerged lands at Kahana, Lahaina, Maui to the Association of Apartment Owners of Hololani.

Easement permits installation and maintenance of a steel sheet pile seawall and rock revetment to address chronic shoreline erosion at Kahana Beach, which has been eroding at approximately 0.8 feet per year.

Hololani must pay the State fair market value for the easement as determined by independent appraisal and must comply with all previously approved permits from federal, state, and county agencies.

Hololani will construct public infrastructure including a new permanent public beach access stairway and a new twenty-four-inch storm drain outlet within the easement area as part of the project.

Legislative authorization is required under Hawaii Revised Statutes section 171-53, which mandates prior approval of the Governor and concurrent resolution authorization before leasing state submerged lands.
