Requests the State Auditor to conduct an impact assessment of mandating health insurance coverage for Native Hawaiian culture-based practices (such as hula and canoe paddling) that have been shown to be effective in managing weight, cardiovascular health, diabetes, and chronic kidney disease.

Requires the assessment to be conducted pursuant to Hawaii Revised Statutes sections 23-51 and 23-52, which mandate evaluation of social and financial impacts before health insurance coverage mandates can be considered.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the convening of the 2019 Regular Session.
