Requests the Office of Hawaiian Affairs to reconvene and repurpose the inactive Hui Imi Advisory Council to conduct a study on the current state of Hawaiian small businesses in Hawaii

Directs the Council to consult with the Department of Business, Economic Development, and Tourism, the Small Business Regulatory Review Board, the Chamber of Commerce Hawaii, SCORE Hawaii, and other organizations representing Hawaiian small business interests

Requires the Council to examine six areas including Hawaiian small business incubators and accelerators, one-stop permitting centers, business incentive programs and development centers, entrepreneurship education, federal and state government policies affecting Hawaiian businesses, and grant programs under Hawaii Revised Statutes section 10-17

Mandates the Office of Hawaiian Affairs provide administrative support to the Council and directs submission of findings and recommendations to the Legislature no later than twenty days before the 2019 Regular Session convenes

Notes that Hawaiian-owned businesses account for only 11 percent of total businesses in Hawaii and 0.09 percent nationally, despite small businesses creating most new jobs in the state
