Requests the Department of Health, in consultation with the John A. Burns School of Medicine at the University of Hawaii at Manoa, to conduct a study on the cumulative health effects of persistent urban noise in Honolulu.

Study must examine the extent of urban noise, its effect on quality of life, and possible solutions used by other urban environments that could be effective in Honolulu.

Identifies numerous sources of urban noise including buses, sirens, garbage trucks, car horns, motorcycles, music venues, leaf blowers, and street cleaning equipment operating at early morning hours.

Department of Health is required to submit findings and recommendations to the Legislature by September 1, 2019.

Certified copies of the resolution must be transmitted to the Director of Health, Dean of the John A. Burns School of Medicine, Mayor of Honolulu, City Council Chairperson, and Downtown-Chinatown Neighborhood Board Chair.
