Urges the Employees' Retirement System (ERS) to enforce assessments of $10 per month against state and county departments that fail to submit unused sick leave balances and vacation payment information within 90 days of an employee's retirement.

Urges ERS to enforce assessments for departments failing to submit payroll or personnel information within 30 days of an employee's retirement, as authorized under Hawaii Revised Statutes Section 88-74.5.

Addresses delays in finalizing and paying full retirement pension benefits to retirees, which occur when departments submit required records late, incompletely, or in formats requiring manual data entry.

Requests that state and county departments and agencies submit employee personnel and payroll records to ERS in a timely manner to enable prompt payment of full retirement benefits to retired employees.
