Director of Health requested to convene a working group to study issues related to unlicensed care facilities, with the first meeting held no later than 90 days before the 2019 Regular Session.

Working group membership includes representatives from the Department of Health, Department of Commerce and Consumer Affairs, American Association of Retired Persons, elderly advocacy groups, unlicensed care facility advocates, and licensed care facility advocates.

Working group directed to study care facility safety, Department of Health licensure application processing times, definitions of "care homes," complaint investigation procedures, facility transfer safety, quality assurance committees, and differentiation of care levels.

Department of Health to provide administrative support for the working group, and working group chairperson to notify House and Senate consumer protection committees of the convening.

Working group required to submit a written report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session.
