Requests the Department of Health and Department of Commerce and Consumer Affairs to review existing research on screen time and media consumption impacts on children's and adolescents' physical, cognitive, and emotional health.

Requires a collaborative report submitted to the Legislature no later than 20 days prior to the convening of the 2019 Regular Session with findings and recommendations, including any proposed legislation.

Report must include key points from existing research on screen-related health effects, assessment of policies implemented by other states and countries, and novel policy ideas appropriate for Hawaii.

Report must outline plans for Department of Health and Department of Commerce and Consumer Affairs action on this issue and explain the division of responsibility between the two departments.

References research linking excessive screen time to developmental delays, obesity, attention issues, impaired social skills, videogame addiction, and increased suicide risk among adolescents.
