Requests the Department of Health to convene a task force to identify barriers and solutions to expanded water reuse in Hawaii, with a goal of increasing water reuse by 30 million gallons per day by 2030.

Task force composition includes 11 members representing the Department of Health, Fresh Water Council, Board of Land and Natural Resources, Commission on Water Resource Management, Board of Agriculture, Hawaii Community Foundation, state and county agencies, legislative committees, and the Legislative Reference Bureau.

Task force directed to review water reuse and gray water regulations in other states and countries, examine proposed regulatory or policy changes for Hawaii, and identify potential demonstration projects for water reuse.

Task force must report findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days prior to the 2019 Regular Session.

Resolution addresses Hawaii's declining freshwater security due to reduced rainfall (down 22 percent over 30 years), population growth, and increased tourism, positioning water reuse as critical to long-term water supply sustainability.
