Urges Congress to call a convention of states under Article V of the U.S. Constitution for proposing amendments to impose fiscal restraints on the federal government, restrain federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Specifies that Congress has only ministerial power to call the convention upon receiving applications from two-thirds of state legislatures for substantially the same purpose, with no authority to set convention rules or name delegates.

Establishes that the convention shall operate on a one-state, one-vote basis and remain limited to the three specified topics, with amendments to the Bill of Rights explicitly prohibited.

Reserves Hawaii's right to instruct and recall its delegates and recommends that Congress select state legislatures (rather than special conventions) for ratification of any proposed amendments.

Constitutes a continuing application that remains in effect until two-thirds of state legislatures submit applications on the same subject, with certified copies to be sent to Congress and all state legislatures.
