Encourages the Department of Land and Natural Resources and the City and County of Honolulu's Department of Parks and Recreation to work with community stakeholders to identify and establish off-leash dog parks in metropolitan Honolulu's urban areas.

Notes that Honolulu metropolitan area has only 5 off-leash dog parks serving approximately 143,000 dog owners.

Cites that pet owners in Hawaii spend over $90,000,000 annually on pet-related expenses and represent over one-third of the population.

Identifies benefits of dog parks including improved quality of life, promotion of healthy lifestyles, community building, and responsible dog ownership.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Director of Parks and Recreation for the City and County of Honolulu, and the Chairperson of the Advisory Board of Parks and Recreation.
