HR 105 Summary

• Request the Department of Labor and Industrial Relations (DLIR) and University of Hawaii Center on Aging to establish a working group to review in-home care services in Hawaii by July 1, 2018.

• Working group must submit a report to the Legislature no later than twenty days before the 2019 Regular Session with findings and recommendations.

• Report must address home care delivery methods, workforce characteristics, skills requirements, wage and benefit data, worker and client injury statistics, and the relationship between care quality and worker compensation/training.

• Working group composition includes co-chairs from DLIR and UH Center on Aging, plus representatives from the Governor's office, Legislature, Department of Health, Department of Human Services, and representatives from non-profit providers, for-profit providers, and community advocacy groups for home care workers.

• Recommendations must address improving care quality, financing mechanisms, and enhancements to worker wages, benefits, training standards, and training delivery in Hawaii.
