Requests the Legislative Reference Bureau to study current legal frameworks and financial systems governing Hawaii's public charter schools, which serve over 11,000 students.

Directs the Bureau to create actionable proposals for structural reform of legal frameworks and financial systems, incorporating multiple philosophical perspectives.

Identifies that charter schools receive the same per-pupil allocation as Department of Education schools but must use those funds for rent and facilities while DOE schools use state-owned buildings, resulting in thousands of dollars less per student for charter schools.

Requires the Bureau to submit findings, recommendations, and any proposed legislation to the Legislature at least 20 days before the 2019 Regular Session.

Requests the Department of Education and Charter School Commission to provide statistics and information to assist the Bureau in completing the study.
