• Encourages the U.S. Army and U.S. Navy to nominate Kolekole Pass to the Theater Engineer Effects Board for repairs to restore its functionality as a military route and civilian evacuation path.

• Kolekole Pass is the only passage through the Waianae mountain range connecting the Leeward Coast to central Oahu and is currently closed to civilian traffic.

• Farrington Highway, the sole access route to Waianae Coast communities, has been repeatedly closed due to accidents, severe weather, and emergencies, creating the need for an alternative evacuation route.

• The pass sustained damage in December 2008 from heavy rains and rockslides, with at least one section limited to single-lane traffic; the U.S. Navy owns and is responsible for repairing the damaged portion.

• Requires transmission of certified resolution copies to the Commander of the United States Pacific Fleet, Commanding General of the United States Army Pacific, Commander of the United States Pacific Command, and Hawaii Department of Defense Civil Defense Division.
