• Request the Department of Business, Economic Development and Tourism and University of Hawaii to establish a Hawaii Drone Working Group to review drone use issues and develop recommendations for regulating drones in Hawaii.

• Working group must submit an interim report to the Legislature no later than twenty days before the 2019 Regular Session convenes and a final report no later than twenty days before the 2020 Regular Session convenes.

• Working group composition includes 19 members including state agency directors, legislative committee chairs, Federal Aviation Administration representative, county representatives, business and industry representatives, and privacy advocates.

• Working group will cease to exist on June 30, 2020.

• Drones have beneficial applications including search and rescue, firefighting, agriculture, watershed management, and disaster assessment, but also raise legal, privacy, and nuisance concerns requiring balanced regulation.
