Hawaii Tourism Authority is requested to conduct a study on clothing-optional beaches in coordination with the Department of Land and Natural Resources.

Study should address multiple issues including potential tourist arrests for public nudity, sanitation concerns from lack of restrooms, and safety concerns from poor cell phone reception at these remote beaches.

Named beaches under review include Kehena Beach and Honokohau Harbor Beach on Hawaii; Donkey Beach and Secret Beach on Kauai; Little Beach and Red Sand Beach on Maui; Papohaku Beach on Molokai; and Polo Beach and Kahuku Beach on Oahu.

Hawaii Tourism Authority must provide recommendations to balance Hawaii's tourist-friendly image with protection of public health and safety for visitors seeking clothing-optional beaches.

Report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days before the 2019 Regular Session convenes.
