Urges the Federal Aviation Administration to complete the Air Tour Management Plan for Hawaiʻi Volcanoes National Park, Haleakala, and other designated national parks, as no final plan has been completed despite efforts beginning in 2004.

Requests the Department of Transportation and Federal Aviation Administration update the Hawaiʻi Air Tour Common Procedures Manual, issued in 2008, to clarify rules and prescribed altitudes for air tour overflights.

Directs state and federal officials to work with community stakeholders and helicopter tour operators to develop alternative flight paths, including offshore routes, updated altitudes, and noise mitigation procedures to address helicopter noise pollution in east Hawaiʻi residential areas.

Urges Hawaiʻi's Congressional delegation to introduce legislation addressing helicopter tour operations and noise pollution in populated cities, towns, and communities nationwide.

Encourages helicopter air tour operators to meet quarterly with community stakeholders, limit operations to sunrise-to-sunset hours on weekdays and one hour after sunrise to one hour before sunset on weekends and holidays.
