Urges the Office of Hawaiian Affairs to convene a 21-member working group to develop recommendations addressing Hawaiian nationality as a protected category against discrimination.

Working group membership consists of 10 individuals familiar with state functions, 10 individuals of declared Hawaiian nationality, and 1 representative from the Office of Hawaiian Affairs.

Defines "Hawaiian nationals" as individuals who declare themselves as such and meet one or more criteria: direct lineal ancestry to pre-1778 Hawaiian Islands residents, descendants of Hawaiian Kingdom subjects/citizens before July 4, 1894, or persons born in Hawaii or residents for 5+ continuous years.

Directs the working group to examine discrimination against Hawaiian nationals in education, employment, housing, lending, law enforcement, voting rights, jury service, military service, health care, public safety, and licensing.

Requires the working group to submit findings and recommendations, including proposed legislation, to the Legislature 20 days before each regular session beginning in 2019 for three years.
