Urges the United States Congress to maintain the 2015 "Clean Water Rule" issued by the EPA under the 1972 Clean Water Act, which protects approximately 60 percent of the nation's bodies of water from pollution.

Supports the Rule's expansion of EPA jurisdiction to smaller waterways and wetlands that feed into larger bodies of water, enabling pollution limits in more areas across the nation.

Highlights Hawaii-specific water security concerns including Navy Red Hill Bulk Fuel Storage Facility leaks threatening Oahu's underground aquifers and a February 2018 sewage spill that released over 9 million gallons of untreated sewage into Windward Oahu waters.

Commits the State of Hawaii to independently protect water resources consistent with the Clean Water Rule if federal protections are not maintained.

Directs certified copies of the resolution be sent to the President, Congress, EPA Director, Hawaii Governor, and relevant state environmental agencies.
