References Hawaii's Prepaid Health Care Act of 1974 as the first state law establishing minimum health care coverage standards for workers, resulting in Hawaii achieving over 90 percent health insurance coverage.

Notes that the Patient Protection and Affordable Care Act of 2010 expanded coverage to 32-50 million additional Americans but left a significant number of individuals still uninsured.

Affirms that access to health care is a fundamental human right and calls for a universal health care system covering all medically necessary services including primary care, prescription drugs, mental health services, dental care, and vision care.

Directs certified copies of the resolution to be transmitted to the President Pro Tempore of the United States Senate, Speaker of the House of Representatives, and Hawaii's Congressional delegation.
